its a photo of troops sitting at a table dated march 31st 1919

Historic photos are very collectible; go to your library and look for some of the Warman's guides -- they should have one on "paper collectibles" that should cover photography.

And check on eBay for similar pictures. That might give you an idea of what people will pay for it (as opposed to what they're worth to a serious collector or [in your case] a historian).
