The League of Nations was an inter-governmental organization founded as a result of the Treaty of Versailles in 1919–1920, and the forerunner to the United Nations. The diplomatic philosophy behind the League represented a fundamental shift in thought from the preceding hundred years. The League lacked its own armed force and so depended on the Great Powers to enforce its resolutions, keep to economic sanctions which the League ordered, or provide an army, when needed, for the League to use. However, they were often reluctant to do so.
The onset of the Second World War demonstrated that the League had failed in its primary purpose, which was to avoid any future world war. There were a variety of reasons for this failure, many connected to general weaknesses within the organization.
As the situation in Europe deteriorated into war, the Assembly transferred enough power to the Secretary General on 30 September 1938 and 14 December 1939 to allow the League to continue to legally exist and to carry on reduced operations.[57] The headquarters of the League, the Palace of Peace, remained unoccupied for nearly six years until the Second World War ended.[133]
